Job Description:

What Youll Get to Do
The VP of Quality and Safety is responsible for the Quality and Safety Department activities and its team members. The VP of Quality and Safety is responsible for all programs within the Quality and Safety Department (Occupational Health and Safety (OHS); Quality Assurance (QA) and Safety Management System (SMS)) and ensuring that these programs are maintained, effective and meet or exceed regulatory compliance.

Operations:

  • Establish and maintain the Quality Assurance Program
  • Monitor the effectiveness of the Quality Assurance Program
  • Establish and maintain the SMS program
  • Monitor the effectiveness of the SMS program
  • Develop, approve, and amend (as required) Policy and Procedural changes to the OHS, QA and SMS programs
  • Manage personnel in the Quality and Safety Team
  • Report any deficiencies in the QA and SMS programs to the Accountable Executive
  • Report the hazards, incidents and accidents identified under the safety management system or as a result of an audit to the Operations Manager, Person Responsible for Maintenance and the Accountable Executive
  • Monitor the concerns of the civil aviation industry in respect of safety and their perceived effect on the air operator
  • Monitor and evaluate the results of corrective actions with respect to hazards, incidents, and accidents
  • Maintain all departmental manuals and training programs (Safety Management; Occupational Health and Safety; Quality Assurance etc.)
  • Conducting Quality Assurance audits
  • Conducting Risk Management activities (including, but not limited to, investigation, root cause analysis, corrective action plan development and implementation, validation for effectiveness)
  • Other duties as assigned

Financial:

  • Prepare annual department budget
  • In conjunction with the Executive team, develop annual strategic plans, operating plans, forecasts, budgets, and capital expenditures
  • Monitor and analyze monthly expenditures to assigned GL accounts and explain variances from budget
  • Monthly Management reporting – weekly operation report
  • Monitor overtime bi-weekly and report on reasons for overtime
  • Adhere to all financial internal controls
  • Monitor department manpower to ensure within budget and seek approval for replacement/increase
  • Engage in ongoing cost reduction analysis within your department

Safety:

  • Actively support the safety management system by following SMS processes and encouraging a safety reporting culture in your department
  • Promote occupational health and safety within your department, and participate in the development and monitoring of safety training
  • Proactively communicate hazards and SMS initiatives with your department

Senior Management (Department Head) – have been delegated the authority and are responsible to the Accountable Executive for developing and maintaining the SMS (Safety Management System) Program within their departments, this includes receiving reports and communicating freely to and with all personnel within their respective department and other departments as required to maintain effective day to day activities. Ensure regulatory and company standard processes and procedures are developed and maintained (Quality Assurance activities). Ensure all hazards and deficiencies are managed to remove or reduce risk to as low as reasonably possible. Providing resources as necessary or inform the Accountable Executive when they are required (eg. human, financial, training, tools, proper protective equipment).

Leadership:

  • Change management leader – execute change while supporting employees through communication, listening and actioning
  • Lead and inspire employees, provide mentorship, and oversee the professional development of the team
  • Create and maintain a positive company culture that supports employee participation
  • Embark on employment equity initiatives; engaging with all employees to promote employment equity and encouraging employees to undertake the self-declaration survey updating as necessary
  • All levels of the organization share responsibility for human rights within the organization, overseeing and promoting continuous improvement on human rights and employment equity initiatives

Skills & Experience We Value

  • Post-secondary education in related field
  • Previous experience at the senior management or executive level
  • Previous aviation experience required
  • Ability to work in a multi-cultural environment with a thorough understanding of different cultures, traditions, practices, and beliefs as it affects doing successful business in the North
  • Proficient with computers (MS Office, Omni)
  • Excellent communication and organizational skills
  • Travel is required
  • Must be able to obtain and maintain an Enhanced Security Clearance qualification
  • Inuktitut language considered an asset
  • Preference will be given to Inuit Land Claims Beneficiaries
