Job Description:
As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. Serves as the Section Manager for the Facility Operations and Maintenance Section, ANG-E332.

Duties

The incumbent is responsible for providing facilities operations services. This will include condition assessment, inventory management, Building Automation System (BAS) optimization data analytics, recommissioning and operational optimization, as well as metal shop services.

Establishes projects/program to facilitate condition assessment activities of equipment, utilities, and buildings located throughout the William J. Hughes Technical Center campus. Ensures condition assessment findings and outcomes are effectively managed and communicated to other Center Operations Division Branches, including Facilities Engineering for execution of sustainment planning.

Establishes inventory management standards and practices to ensure accuracy, both internal and external to the Facilities Operations Branch. Develops inventory labeling methodology and implements labeling practices for all Center Operations Division equipment and buildings.

Applies comprehensive experience and engineering knowledge to the existing Building Automation System (BAS). Analyzes current functionality of BAS and identifies areas for improvement in an operational setting. Develops and implements BAS strategies and practices across the Center Operations Division to provide timely, efficient operational maneuvers and response inherent to a 24/7 campus. Analyzes areas for improvement with data analytics software and ensures optimized use of data analytics tools in an operational capacity.

Applies experience and comprehensive knowledge applicable to recommissioning efforts and operational optimization. Establishes projects/programs for recommissioning of buildings and systems based on condition assessment findings and work request data. Implements projects/programs to ensure operational and energy efficiency of buildings and systems through review of initial and actual operational parameters. Develops actionable project list for execution of recommissioning efforts, including achievable business goals.

Ensures that various facilities operations services are effectively and efficiently provided, and that the work complies with agency policies, standards, and procedures and conforms to program assignments and priorities; Ensures that operating standards are in place for the services provided by the organization, that the service usage and performance levels are tracked, and the organization is operating within the parameters set in operating standards. Directs work of employees across multiple functions and/or disciplines at the organizational unit level. Applies detailed knowledge of budget, human resource, contract technical administration and other administrative policy/procedures; Participates in planning efforts that cross organizational lines.

Ensures compliance to local and federal environmental, security, and safety regulations, policies, and orders; Consults with management regarding unique or unprecedented issues; Seeks feedback from customers to continuously improve services, and responds to all negative feedback received, instituting corrective actions, when necessary.

Typically directs the work of subordinate employees at the organizational unit level. Work usually includes routine project/program tasks based on established policies, procedures, and guidelines. Managerial duties typically affect employees in one organizational unit and include: setting priorities; assigning tasks; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking or recommending corrective/disciplinary action, as appropriate.

Uses assigned budget, staff, and other resources to accomplish project/program objectives. Manages budget and requests additional resources, as needed. Contributes to budget planning process and projects short-term future needs.

May be extended, terminated, or made permanent without further competition.

Basic Requirements:

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
