Serves as Deputy Director for the Office of Airports, Airports Division Northwest Mountain Region.

Duties

In the absence of the Executive Director, the incumbent assumes full responsibility and authority in the operation of the Airports Divisions aviation programs. Integrates work of multiple organizations to meet strategic goals of the organization and the FAA. Participates in strategic planning for the FAA, and makes commitments (program, budget, etc.) for a major organization. Provides oversight and ensures successful completion of complex and politically sensitive airport projects that involves extensive coordination with various internal and external stakeholders.

Exercises the full range of supervisory responsibilities to include strategic planning, communicating the organizations vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers and employees; coaching and developing staff; approving leave; and taking corrective/disciplinary actions as appropriate. Communicates and reinforces diversity and EEO policies and programs in all areas of responsibility. Participates in the labor-management partnership process. Promotes a fair and equitable work environment.

Applies a detailed knowledge of the technical aspects of the work that is directed; a detailed knowledge of budget, human resource management, and other administrative policies and procedures; and a comprehensive understanding of the objectives of the major subdivision, the LOB/SO, and the FAA. Defines and assigns tasks to accomplish objectives and assists the Executive Director with providing oversight and management to ensure that region-wide programs operate effectively and efficiently, comply with regulatory requirements, and promote the accomplishment of the FAAs goals and objectives.

Utilizes technical knowledge of FAA Airports policies, programs, Federal laws and regulations, to provide oversight, develop schedules, and make decisions on program and project implementation. Serves as the technical advisor to the Executive Director and in his/her absence serves as the technical advisor to the Associate Administrator for Airports. Possesses the ability to create positive working relationships to ensure coordinated responses with counterparts at the appropriate levels of the Airports organization, along with other organizations to enable problem solving at the lowest level.

Responsible for long-range system planning to ensure future airport needs are met. This requires effective use of resources and consultation with ADO managers and other stakeholders. Defines, plans and organizes assigned budget, staff and other resources to accomplish objectives for more than one organizational unit/project/program. Manages the regional planning and programming effort, along with PFC review/approval. Provides oversight and evaluation of ADO program accomplishments in the areas of planning, environmental, and financial programs. Provides guidance, technical assistance and oversight of all regulatory requirements under FAA Order 5100.38, AIP, FAA Order 5090.5, NPIAS and ACIP; FAA Order5020-1, Noise, FAA Order 5050.4, NEPA, FAA Order5500.1, PFC program, along with Title 14 Code of Federal Regulation (CFR), Part 158 PFC legislation.

Assists in determining program needs and makes recommendations for new or amended policies, orders, advisory circulars and procedures for optimizing airport safety, capacity, efficiency and environmental sustainability. Ensures compliance with Airport lmprovement Program (AlP) grant assurances for all airports in the region. This includes working with ADOs, state, city, and county airport stakeholders, and the public on compliance complaints and issues to facilitate informal resolution.

Work is typically governed by established policies, procedures and mission objectives which leave considerable room for discretion.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV K, or FG/GS-15 in the Federal Service.

Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience is:

  • Experience leading and developing employees.
  • Directing technical or management-level involvement in processes related to airport planning, environmental review of airport infrastructure development and/or civil airport capital financial processes.
