Nightwing is seeking an experienced, cleared Sr. Manager of Proposal Management
Responsibilities would include:
- Full ownership and leadership of proposal development and delivery, including pre-submittal questions, written and oral deliveries, evaluation notices (ENs) or pre-award questions, and final proposal revisions (FRPs).
- Manage unclassified and classified proposal facilities, including IT assets and Virtual Proposal Center (VPC) environment. Serve as VPC administrator for Ft Meade-based proposal environments.
- Manage proposal resources to include Proposal Coordinators, Technical Writers/Editors, and Graphics Artists
- Identify resources for Nightwing proposals
- Serve as focal point with external consultants supporting Nightwing captures and proposals
- Plan, schedule, budget, outline and lead storyboard and text development, management reviews, and production of proposal products.
- Advise and assist assembly of appropriate authors, section and volume leaders, subject matter experts (SMEs), and other support personnel to successfully develop a proposal.
- Provide detailed guidance to proposal writers and communicate proposal-related requirements and status with senior management.
- Assess impact of amendments and changes to RFPs. Modify proposal as necessary in response to amendments and changes.
- Ensure delivered proposals are compliant, clear and compelling.
- Coordinate communication between SMEs and proposal writers.
- Coordinate communication with and inputs from senior BD and Mission Area leaders
- Follow proposal development process defined in Nightwing IIS Proposal Manager Handbook (based on Shipley methods).
- Work with Capture Managers and Program Managers to develop and capture proposed solution, including but not limited to technical, management, cost and transition solutions.
- Actively support proposal process improvement, including incorporation of lessons learned.
- Serve as Business Development / Capture Management Support (when not Managing Proposals)
- Support capture of new business within the intelligence spanet, including development, maintenance, and status of a capture plan including descriptions and analyses of the opportunity, customer, competition, Nightwing team, pursuit/win strategy, pricing strategy, and resource requirements; establish and implement a comprehensive customer and industry contact plan; capture strategy development; facilitate development and implementation of the capture story – management and technical approach, win themes and discriminators, and price to win; and conduct Black Hat reviews.
Required Skills or Experience:
- Twelve years proposal experience
- Five years proposal leadership experience
- Eight proposal development/delivery projects, including
- Five proposals > $100M
- Two proposals as prime with subcontractors
- Successfully proposing and winning business within Ft Meade spanet
- Demonstrated knowledge of and access to intelligence based customers and industry partners within the spanet
- In-depth working knowledge of best practices in business development, capture management, and proposal business processes
- Understanding of financial models in support of developing price-to-win and proposed cost
- Excellent oral and written communication skills
- Demonstrated success leading teams without supervisory authority
- Active TS/SCI clearance with full-scope polygraph
- Training and experience in Shipley methods (e.g., Writing Federal Proposals, Managing Federal Proposals and Winning Executive Summaries)
- Familiarity with FAR and related evaluation processes.
- Proficient with Microsoft Office suite, including Word, Excel, PowerPoint and Project.
- Willing to work extended hours, weekends and holidays when needed
Desired Skills or Experience:
- Project or Program Management experience
- Technical editing and desktop publishing skills
- IDIQ and Task Order proposals
- Proposal management certification (CP.APMP or major company internal certification)

The salary range for this role is 188,000 USD - 378,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
