Raytheon - Advance Products Solution (APS) is seeking a Proposal Manager - Basis of Estimate (BOE) Lead (Manager, Program Management) to lead the activities required to complete high quality and fully compliant proposals within the Electro-Optical and Infrared Solutions (EOIRS) Sub-Strategic Business Unit (SSBU).
The proposal manager is required to have a thorough understanding of the proposal process for U.S. DOD sole-source and competitive bids and factory manufacturing processes and will serve as the point of contact inside of the SBU proposal team.
What You Will Do
Manage proposal documentation, delivery, tracking, and budgets
Lead/coordinate solution development, proposal bid plans, proposal development from kickoff to final Truth in Negotiations Act (TINA) compliant proposal delivery
Provide bid and submittal gate(s) support development
Lead cross-functional team to develop proposal BOE, capacity analysis, delivery schedule, compliance requirements, estimating & pricing, and Risk and Opportunity
Establish BOE Development Schedule
Analyze final RFP / Q&As and BOE Plans
Travel up to 15 in support of strategic initiatives
Ensure prompt responses to customer requests for information, DCMA audits, and TINA sweep checklists
*This selected candidate will regularly work both onsite and offsite so must reside within a reasonable daily commuting distance
*Daily commuting to work is not a reimbursable expense
Qualifications You Must Have
Typically requires a Bachelor’s degree in a related field with 8 prior years of relevant professional experience in Proposal Management, Operations, Supply Chain, Project Management, Control Account Manager, Integrated Product Team Lead, Finance, Project Management, etc
Experience with proposal development to include schedules, work product matrices, cost estimations, and gate review templates
Microsoft Office skills to include Microsoft Excel, PowerApps and PowerPoint
Ability to obtain a U.S. government issued security clearance is required for consideration. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Qualifications We Prefer:
Thorough strategic thinking, analytical, and program management skills
Ability to comfortably lead consultative sessions and out-briefs with senior leadership
Effective communication/presentation skills and possess the demonstrated ability to influence teaming peers and others involved in the capture process to gain valuable “buy-in” to move the proposal forward is one of the keys to success for this position
Strong communication and interpersonal skills
Familiarity with the Federal Acquisition Regulation (FAR) process and the full business development lifecycle for US federal contractors
Exceptional written and oral communication skills, can develop clear, concise and logically written business communications as well as deliver recommendations effectively to key stakeholders and demanding audiences
Demonstrated ability to meet deadlines with exceptional attention to detail and final implementation
An active and transferrable Secret U.S. government issued security clearance. U.S. citizenship is required, as only U.S. citizens are eligible for the required security clearance

The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
