Property and Services is responsible for the roofs over our heads—and everything under them. Our great team of professionals, from architects and engineers to surveyors, is dedicated to building and maintaining our office facilities in Hong Kong and around the world.
Property Planning and Projects Manager is responsible to lead the end-to-end planning, execution and delivery of project in compliant with statutory and technical requirements with internal departments and external parties in accordance with agreed timeline and budget; to act as advisor on matters related to building services system design, procurement, execution, construction, facilities maintenance, etc; to act as focal point of contact with Airport Authority Hong Kong (AAHK) for all the technical project related issues.
Key Responsibilities1. Lounge Projects
- Responsible for smooth implementation of lounge projects for the company in worldwide location that will be on time and on budget
- Actively liaise with HKIA or other airport authorities on building infrastructure system related issues, including and not limited to monitor technical support services to the lounges:
- Act as technical advisor for respective Business Units (‘BUs’) and lead external consultants, to ensure the lounge design is executed in appropriately, with careful consideration given to architectural standards and maintenance expectations
- to ensure the lounges are maintained in the optimal conditions per original design specifications and the planned preventive maintenance of equipment and installations are diligently carried out in a timely and cost-effective manner
- to provide emergency support so to contain and minimise the disruption due to equipment/service downtime
- Review and comment regional’s business planning applications that related to property projects issues
- Initiate and frame the project management planning to govern the project construction and procurement process upon budget approval obtained
- Liaise with regional teams on consultant procurement to ensure the appointed team is qualified with required contract scopes
- Liaise with Procurement Team and regional team on contractor procurement to ensure the contractor is qualified and appointed contract value is aligned with spanet index
2. Workplace Project Management
- Act as technical advisory for respective BUs and provide feasibility study and financial assessment for potential office renovation study
- Responsible for property planning including CAPEX, OPEX, project schedule, layout planning, etc. during project budget submission stage and collaborate with inter-departments and local team to prepare the business planning for regional projects budget submission
- Plan and oversee facility renovation and upgrade projects, ensuring they are completed on time, within budget, and to the required standards
- Optimise the use of available space by planning layouts and coordinating moves, additions, and changes within the facility
- Work with inter-departments to drive the tendering exercise for vendors procurement process
- Lead respective BUs, provide guidance and support to manage external consultants and contractors to execute group renovation projects
- Supervisions of site construction progress. Attend routine construction meeting and site inspection to ensure the site progress is follow the master project schedule
- Review, comment and assess all project variations and manage to control the project expenses shall within approved budget
- Manage and implementation of offices move and renovations
- Attend site completion checking and well coordinate with respective BUs for site takeover and operation planning
3. Facility Management
- Serve as the primary point of contact for building infrastructure system and facility-related issues, liaising with internal and external stakeholders to address concerns and provide updates
- Manage and supervise the facilities management team to perform the routine and preventive maintenance for electrical and mechanical discipline of Cathay Pacific Airways properties
- Explore, initiate and implement any tactical measures to building mechanical plants for the improvement of building energy efficiency
- Ensure that all building defects are promptly identified and made good without delay
- To directly liaise with vendors to ensure all maintenance contracts are customised in the best interest of the Company
- Organise energy audits and audit the monthly accounts of the Services Providers to ensure that the building facilities are operated within budget
4. Sustainability Champion
- Lead the development and implementation of sustainability programs and initiatives to reduce energy, water, and waste consumption
- Lead the monitoring and analysis of the energy consumption patterns to identify areas for improvement
- Lead the Identification and pursuant of opportunities for sustainable improvements in facility operations
- Ensure compliance with environmental regulations and sustainability standards
- Lead the preparation and submission of sustainability reports to relevant stakeholders
- Lead the tracking and documentation of the environmental impact of facility operations
- Collaborate with other departments to integrate sustainability into all aspects of the organisation
Requirements- Bachelor’s degree in Building Services Engineering, Electrical Engineering, Mechanical Engineering or equivalent
- 10+ years cumulative experience in related fields in which 5+ years should be in a project manager level
- Experience in Engineering Consultant, Facilities Management, Project Management or Property Developer
- Professional accreditation such as MHKIE. MCIBSE, MSOE, CEng, CEnv, etc would be an advantage
- Proven experience in overseas construction projects and involved in prestigious fitting out projects would be an advantage
- Good command of English
- Team player, strong communication and problem-solving skills
