Job Summary

Reporting to the Manager, Quality Integration, as the Manager Quality Risk Assessment, you will be responsible for the providing consistent, proactive assessments and insights into emerging and existing hazards at NAV Canada’s Quality Management System. You will also identify risks associated with the NAV CANADA Quality Management System, and activities conducted under the ATS Operations Certificate. In this role, you will provide value to the Operations, ATS Standards, ATS Learning, Technology, AIM, and other QMS Stakeholders by delivering deep insights into systemic risk drivers, enabling context-based prioritization, and ensuring that quality-related mitigation strategies are targeted, sustainable, and impactful. You will enable Quality risk governance by integrating data across domains, coordinating corrective actions, and fostering a proactive approach to risk management and provide continuous improvement for services and activities conducted under the ATS Operations Certificate.

In this role you will:

  • Lead systemic root cause and risk analyses to identify quality related hazards across operational, safety, enterprise, and technology processes.
  • Assess cross functional vulnerabilities and partner with stakeholders to prioritise risks, develop mitigations, and implement effective CAPAs.
  • Integrate insights from audits, safety reviews, risk assessments, and technology analyses to present a unified organisational risk picture.
  • Facilitate corrective and preventive action activities, ensuring feedback loops close and lessons learned are embedded into processes and procedures.
  • Provide clear reporting on risk trends, root cause findings, and mitigation progress to support informed decision making at all levels.
  • Monitor mitigation effectiveness, reassess priorities, and identify emerging risks affecting the Safety Management System and ATS Operations Certificate.
  • Build stakeholder capability through training and guidance on RCA, CAPA, performance measurement, and improvement identification.
  • Present quality metrics and insights that demonstrate compliance and drive continuous improvement.
  • Research quality assurance and validation methodologies and recommend enhancements to Quality Integration.
  • Promote continuous improvement and represent the QMS team in advancing quality practices.

What you bring:

  • Bachelor’s degree in Engineering, Data Analytics, Quality Management, or related field
  • Professional certifications in Risk Management, Quality (e.g., ASQ, ISO, IOSA), or Data Analytics
  • Project Management
  • Minimum 3 years in risk management, performance measurement, data analysis, or operational excellence roles
  • Experience in developing dashboards (Power BI, etc), KPIs, and performance reporting systems.
  • Strong analytical and data interpretation skills
  • Proficiency in data visualisation tools and reporting platforms
  • Software: Microsoft Office suite and applications, with a strong focus on SharePoint Online and Power BI
  • Experience in conducting in-depth root-cause analysis and developing corrective action plans/mitigations to hazards and risks
  • Experience in the implementation of strategic direction initiatives, championing change, and obtaining results with direct authority
  • Experience in dotted-line/matrix-management framework and working environments
  • Experience working in a time-sensitive safety environment while managing multiple projects by prioritising tasks and assignments
  • Experience in working in a hybrid/virtual environment, using online collaboration platforms
  • Strong knowledge and understanding of Quality Assurance and Quality Control concepts
  • Knowledge and understanding of the interdependencies of Safety Management Systems and Quality Management Systems
  • Knowledge of QMS frameworks and regulatory compliance requirements
  • Knowledge of Just Culture and Safety Culture literature
  • Knowledge of process management/facilitation, change management, performance measurement and risk management theories, principles and techniques
  • Knowledge of project and process management, facilitation, change management, performance measurement and risk analysis and management

Working Conditions:

  • This position is a hybrid position with a minimum – 3 days per week on site.
