Job Summary

The purpose of this management position is to manage and conduct the planning, production, and delivery of NAV CANADA’s Level of Service (LOS) determinations, ensuring they are completed in alignment with the company’s mission, vision, values, and documented operational objectives.

The role is accountable for executing Aeronautical Reviews, including analysis, documentation, consultation, and the presentation of recommendations, and plays a critical role in internal and external stakeholder engagement throughout the review lifecycle.

Possible Work Locations: Ottawa Head Office, Gander ACC, Moncton ACC, Montreal ACC, Toronto ACC, Winnipeg ACC, Edmonton ACC, or Vancouver ACC.

In this role, you will:

  • Plan, lead, and conduct Aeronautical Reviews across various lines of business and service delivery operations, including the analysis, documentation, and evaluation of air navigation services at NAV CANADA sites and in applicable airspace.
  • Assess and document the need for changes to levels of service through formal Aeronautical Reviews, supporting evidence-based LOS determinations across airspace under NAV CANADA’s designated authority.
  • Consult with a wide range of internal and external stakeholders to ensure transparency and collaboration throughout the review process.
  • Provide functional leadership and technical direction to contributors involved in LOS reviews, including coordinating inputs, setting priorities, and ensuring analytical and documentation quality. 
  • Lead stakeholder engagement and consultation planning to support the timely development, validation, and delivery of Aeronautical Review findings and recommendations to senior levels of the organization.
  • Prepare, author, and present Aeronautical Study reports, Notices of Proposal, and briefing materials for a diverse range of stakeholders, including airlines, airport authorities, aviation associations, the Department of National Defence, Transport Canada, and NAV CANADA’s senior management.
  • Participate in strategic planning activities with the LOS leadership team to establish short- and long-term objectives aligned with corporate goals.
  • Integrate safety and operational risk management principles into all reviews, ensuring alignment with ICAO Annex 19 and NAV CANADA’s Safety Management System.
  • Collaborate with Safety and Quality, Legal Services, and other corporate functions to ensure that recommendations are defensible, compliant, and operationally sound.
  • Identify and implement opportunities for continuous improvement to strengthen LOS methodologies, analytical tools, and decision-making effectiveness.
  • Support the maintenance and application of NAV CANADA’s LOS Policy, Standards, and Procedures through lessons learned from completed Aeronautical Reviews.
  • Contribute to the achievement of the Level of Service strategic goals and support initiatives aimed at improving employee engagement.

What you bring:

Education:

  • College Diploma or Undergraduate degree in an aviation-related field.
  • In lieu of formal education, a combination of relevant experience and an aviation professional qualification (e.g., ATC, FSS, ATPL, AME, CNS/ATM) may be accepted.

Experience:

  • At least 3 years of supervisory or management experience.
  • Significant experience in the delivery or use of operational air traffic services.
  • Experience providing subject matter expertise and advisory support to management and external stakeholder communities.
  • Experience in project management, including planning, execution, and evaluation.
  • Experience supervising and developing staff in a leadership capacity.

Knowledge:

  • In-depth technical and operational knowledge of air traffic management procedures, techniques, and equipment.
  • Comprehensive understanding of Transport Canada regulations governing air traffic services.
  • Knowledge of project and program development and management methodologies.
  • Knowledge of process management, facilitation, change management, performance measurement, and risk management principles.
  • Knowledge of methods and techniques for information analysis and procedural review in a large organizational environment.

  • This position is a hybrid position with a minimum of 3 days per week on-site.
