Job Description:

The MPI is an annual lump-sum incentive payment that considers agency performance, the managers individual performance, and available funding.

The position will be the Supervisory Logistics Management Specialist within APM-413.

Duties

As the Supervisory Logistics Management Specialist, (Section Manager), the incumbent is responsible for planning, managing and directing the work activities of subordinate employees and/or managers within the Personal Property Life-Cycle Section which includes offices in New York, NY; Boston, MA; and Atlanta, GA - including: Materiel and Personal Property Management functions and Real Property and Utilities functions. Work usually includes a mixture of routine and complex projects/programs based on the objectives of the major subdivision/LOB/SO.

The incumbent has overall authority and responsibility for the administrative and technical direction of the property functions in the New York, Boston, or Atlanta Office-which includes personal property management in Materiel and real property and utilities for Real Estate. The incumbent oversees personnel who execute service area programs and implement national and service area policy and standards. He/she has managerial responsibility over the materiel management, realty property staff and as such, seeks to promote teamwork and improved business practices through innovative approaches, methodologies, and techniques. The incumbent is delegated authority to sign official correspondence.

Performs organizational planning and financial management: plans and revises work schedules to meet targets and deadlines; plans for and projects short and long-term needs, reallocating resources as necessary; and formulates and issues, in conjunction with other managers, written policies and procedures. Applies an advanced knowledge of the technical aspects of the work directed, an advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision.

Supervises employees and serves as the technical authority on the functions performed by the organization. Assigns work to subordinates based on the complexity of assignments and the employees qualifications. Reviews work of subordinates. Informs subordinates of management goals and objectives while keeping higher level supervisor informed of employees participation and concerns. Contributes to budget planning process. Prepares performance standards and performs performance evaluations. Performs the following managerial duties: oversees attendance and approves leave requests. Responds to formal complaints and grievances. Gives warnings, effects informal disciplinary actions, initiates formal interdisciplinary actions, and effects approved formal disciplinary actions. Directs on-the-job training and initiates requests for training. Trains, coaches and develops employees on work procedures and processes.

Primary contacts are with customers, subordinates, peers, and higher-level managers in the organizational unit or major subdivision. The incumbent must be prepared to address potentially adversarial and controversial situations. Serves as a liaison with the entire management team. Advises FAA, ACQ, ESA and managers, serves on ad-hoc management groups and personally performs special projects. Participates in strategic planning and developing solutions for the FAA, including the development of the ACQ Business Plan and the FAA Flight Plan. ln conjunction with other managers, develops and approves standard operating procedures. Serves on ad-hoc task or work groups established to develop work plans, execute organizational changes, and similar initiatives.

Responds, when necessary, to complex oral and written inquiries including Congressional and Freedom of Information Act (FOIA) requests, claims against the government, and similar inquiries.

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes: Experience in the application of property management regulations, policies, and principles and an advanced understanding of databases and systems used to maintain, track and control property (i.e., motor fleet, inventories, in-use equipment, and disposal.
