The Manager of Design Engineering is responsible for establishing and managing the Design Approval Organization (DAO) in accordance with Transport Canada (TC) regulations. This role will lead efforts to obtain and maintain the necessary approvals, enabling the airline to perform repairs and modifications on its fleet. Ensure compliance with CAR 521, oversee design processes, and support engineering initiatives to enhance operational efficiency and aircraft reliability.

Key Responsibilities:

Establish and Manage the DAO:

  • Develop and implement the necessary policies, procedures, and manuals required for DAO approval by Transport Canada.
  • Lead the application process for the airline’s DAO delegation, ensuring all regulatory requirements are met.
  • Act as the primary liaison with Transport Canada Civil Aviation (TCCA) for all DAO related matters.

  Regulatory Compliance & Oversight:

  • Ensure the DAO fully complies with CARs Regulations and airworthiness standards.
  • Maintain and update the DAO’s manuals, processes, and procedures in alignment with TC requirements.
  • Oversee audits related to DAO functions.

 Design & Engineering Responsibilities:

  • Manage the approval of minor repairs and modifications in line with TC-approved delegation.
  • Work closely with the Engineering, Maintenance, and Quality teams to develop engineering orders, modifications, and technical solutions.
  • Oversee design reviews, risk assessments, and compliance verification activities.

 Leadership & Continuous Improvement:

  • Build and lead a team of delegated engineers and technical staff to support DAO activities.
  • Provide training and mentorship to internal stakeholders on design approval processes.
  • Implement continuous improvement initiatives to enhance DAO efficiency and effectiveness.

Education & Experience:

  • Bachelor’s degree in Aerospace Engineering, Mechanical Engineering, or a related field required.
  • P.Eng professional certification from APEGA is required.
  • TCCA delegate with a minimum of 10 years’ experience in aircraft engineering, design approval, and airworthiness certification is required.
  • Experience with Boeing 737, 787, and Q400 aircraft is an asset.

 Skills & Competencies:

  • In-depth knowledge of Transport Canada airworthiness regulations and design approval processes.
  • Proven ability to manage regulatory approvals and engage with aviation authorities.
  • Strong leadership, project management, and problem-solving skills.
  • Excellent communication and stakeholder management abilities.
