The industrial Engineer collect data on processes and/or production; devise efficient systems that integrate workers, machines, materials, information, and energy to make a product or provide a service. The position is located in Aircraft Certification Service, System Oversight Division (AIR-800), within the Process and Technical Standardization Section (AIR-842) of the Integration & Performance Branch, AIR-840.
Duties
This position applies experience and comprehensive knowledge of engineering principles, theories, and concepts applicable to his/her discipline, as well as an understanding of new technologies and methodologies, to solve complex problems and to develop improved technical processes for the organization. The individual employs systems engineering approach by embracing the conception, design, development, production and operation of organizational development and management-based systems. Performs professional engineering and scientific work to determine, evaluate, predict, and advise on effective ways for AVS to map existing systems, networks, and processes and to use its quality management tools to improve system network and production factors (i.e., people, equipment, materials, information, and energy) resulting in a product or a service.
Perform systems analyses to improve efficiency and effectiveness of AVS quality management tools and processes, such as the control of nonconforming products and services, corrective action and stakeholder feedback utilized throughout the entire AVS workforce. They apply statistical or other specialized techniques to assess and mitigate process and design risks related to costs, time, and quality constraints. Assess current operations and business processes through the examination of organizations mission, strategic goals, and customer needs beginning at the strategic level and progressing down through stakeholder organizations.
Broad policies and objectives provide general guidance for addressing issues but allow considerable discretion to develop new and innovative approaches. In accordance with regulatory, industry, and customer standards, the Industrial Engineer provides authoritative technical expertise in the area of continuous improvement and quality management standards, interpretation of data, and quality advice. Analyze and measure effectiveness of existing business processes. Facilitate process re-engineering efforts and engage stakeholder organizations to fully define the processes and business rules that drive operations. Obtain quantitative and qualitative data of processes to analyze, determine, and promote data driven decisions.
Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules. Develop, monitor, and report organizational metrics for processes including requirements gathering, data extraction / transformation, effectively displaying visual information, alignment with organizational strategic initiatives, and automating reports and/or processes.
Contacts are internal and external. Often represents FAA as a senior technical point of contact on projects, programs, and other work activities. Lead Continuous Process Improvement (CPI) initiatives, including problem identification and definition, process mapping and analysis, analysis of solution alternatives, process re-engineering / future-state process implementation, development of control / contingency plans, supporting CPI training, and facilitating CPI events and projects. Collaborate with functional areas to develop and maintain performance metrics, measurements, methods, and targets.
Monitor key performance indicators, determine gaps in performance metrics, and recommend/execute change management techniques for efficiency/quality improvements. Resolves all but unique technical problems without the intervention of management or a more experienced engineer. Develops plans, techniques, and policies to address current or anticipated problems and issues. Works with senior
management to solve problems.
