Northrop Grumman Mission Systems Engineering and Sciences (E&S) organization is seeking a Director of Engineering 1. This position will be located in Linthicum, MD and will lead the Emerging Capabilities Development (ECD) team.  The Director of Engineering 1, designated as an Engineering Execution Lead, is the primary E&S interface to ECD and will aims to drive business growth through maturation and development of forward-leaning solutions and products, transition of advanced capabilities, and acceleration of technological business relationships. ECD engineering teams provide technical skills, technologies, partnerships, and processes to affordably develop, design, produce, and sustain architectures across the sector while providing a decisive advantage to our customers. The portfolio is a dynamic blend of customer-funded research and development (CRAD) and internally-funded research and development (IRAD) across the Advanced Technologies BU, Advanced Missions BU, and Capability Maturation Alignment and Development (CMAD) organization. The ECD Director of Engineering 1 serves as the business-facing lead for all functions required to execute the day-to-day engineering activities within ECD which also provides the opportunity to work across campuses to ensure success. As the ECD Director of Engineering, are also accountable for engineering cost, schedule, and technical performance for over 400 engineers of all disciplines that primarily support ECD while also having the opportunity to provide connections to the stakeholder programs across the sector.

The role requires a focus on performance, people leadership, and business growth and is balanced between technical, interpersonal, and business capabilities. Independently work based on strategic objectives, work in a team environment, and collaborate across the sector and corporation as required to accomplish the team goals.

  • Engineering Execution:  Accountable for engineering cost, schedule, and technical performance through oversight of engineering reviews, Root Cause and Corrective Actions (RCCAs) activities, engineering metrics, audits, and general program execution. 

  • Business Development: Oversee bid and proposal inputs for future work, independent technical reviews of major programs, and overseeing IRAD and CRAD efforts.

  • Hiring and Staffing: Support hiring goals through network events, interviewing, and intern/Pathway placements. Understanding workforce management tool (currently WLF) to make certain programs are staffed as effectively and efficiently as possible. Be creative in solutions such as engaging remote site and use of contract labor.

  • Talent Management: Identify skills mix based on business needs and forecast needs for experienced hires, college graduates, and interns. Build and execute strategy for full life-cycle talent management; hire, retain, deploy, and develop diverse teams.

  • Budget Management: Manage indirect spending to meet overhead ratio and utilization goals.

  • Workforce Engagement and Knowledge Building: Build diverse and inclusive teams with high levels of engagement through knowledge sharing, mentoring and coaching.  Encourage pervasive knowledge base building that supports new hire acclimation and succession needs.

  • Digital Transformation:  Initiate and implement initiatives to improve processes and performance using new tools and best practices.

This position is contingent upon successful transfer of an active DoD Secret Clearance prior to start and the ability to obtain/maintain an active TS/SCI clearance with Special Program Access (SAP) after hire.

Basic Qualifications: 

  • Bachelors degree with 10 years of experience, a Masters degree with 8 years of experience, or a PhD with 6 years of experience in Science, Technology, Engineer, or Mathematics or other related technical fields.

  • U.S Citizenship is required.

  • A current/ active DoD Secret Clearance is required prior to start with the ability to obtain/maintain an active DoD Top Secret/SCI with Special Program Access (SAP) after start.

  • Minimum of 5 years demonstrated success managing people

  • Minimum of 5 years demonstrated success leading large, diverse technical teams preferably in either program profit and loss or integrated product teams

  • Experience must include any combination of Systems, Software, Hardware, Digital, or Cyber engineering disciplines within the defense or aerospace industries

  • Experience must include a high proficiency in technical problem solving to include decomposition, root cause analysis, solution development, implementation and monitoring, as well as experience in multiple program phases

  • Demonstrated knowledge of hiring, staffing, engineering metrics and training resources, processes, and tools

  • Solid understanding of engineering process with execution experience, including working familiarity with ISO 9001, AS9100, and CMMI

Preferred Qualifications: 

  • Advanced degrees in Science, Technology, Engineer, or Mathematics or other related technical fields.

  • Active DoD Top Secret/SCI Clearance or higher.

  • Experience with successfully transitioning technology from lower Technology Readiness Levels (TRL) to higher TRLs required for subsequent Engineering and Manufacturing Development (EMD) and/or Low-Rate Initial Production (LRIP) program phases

  • Experience leading large functional teams across multiple locations

  • Experience with product line management and product line engineering

Salary Range: $181,900 - $272,900
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidates experience, education, skills and current spanet conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
