Serves as a Telecommunications Specialist within the Telecomm Network Services Team, Telecomm Services Group, NAS Security & Enterprise Operations (NASEO) Directorate.

Duties

The Telecommunications Specialist applies experience and comprehensive knowledge of telecommunications pertaining to technical and analytical work in the planning, development, acquisition, testing, integration, installation, utilization, or modification of telecommunications systems, facilities, services, and procedures. The work involves performing multiple, varying, and complex assignments under minimal direction of a manager. Works collaboratively with a team to identify, distribute, and balance the workload amongst the team.


Provides policy guidance and instruction, both internally and externally, to address diverse, complex issues which often cross multiple projects/programs or functional/technical areas. Responsible for ensuring that all project activities are completed within the FAA Enterprise Network Services (FENS) transition parameters to support organizational objectives and project transition goals. Allocates resources to accomplish large work activities within established schedules. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Develops plans, techniques, and policies to address current or
anticipated problems and issues. Works with management or more experience technical leads to solve problems.


Collaborates with the FENS vendor to obtain technical specifications for available hardware, software, or services and to develop NAS telecommunications transition and/or upgrade schedules. Coordinates with the NASEO Operations Team and field organizations. Assists leadership with the telecommunication modernization planning efforts when end systems remain analog/serial based, or with a similar complex multi-solution IP based modernization initiative. Primary focus is on activities required to ensure a successful transition to the FENS infrastructure and other similar projects. As the project lead, he/she may participates in critical transition planning efforts with the FENS Program Management Office (PMO), Enterprise Engineering and Infrastructure Services, Engineering Services and Technical Operations District Offices.


Provides guidance to lower-level staff on how to solve difficult transition and operational issues. Resolves most technical problems without managerial intervention, but works jointly with management to resolve unique issues. Considers program objectives when developing, integrating, and implementing solutions to diverse, complex problems. Conducts research and analysis to develop new and innovative solutions to resolve transition and operational problems with a national or international implications. Monitors and reports on the progress of the project, and ensure the work meets management’s instructions on work priorities, methods, deadlines, and quality.

Contacts are internal and external. Often represents NASEO as the senior technical point of contact on projects, programs and work activities. Communicates findings to technical and non-technical audiences as needed. Plays a lead role in drafting, reviewing or editing status reports, PowerPoint briefings, and read-ahead materials. Coordinates significant technical matters with representatives of external organizations, in meetings, discussions, and seminars. Presents briefings to obtain consensus/approval on policies.


Work is reviewed rarely, typically through status reports and at project milestones up to completion, to ensure technical compliance and alignment with the requirements of the project or other work activity. Work has a direct impact on the NAS.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS -13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience is: Experience performing analytical work pertaining to the utilization or modification of telecommunications systems, facilities, services, and procedures.

Salary Range: $92,964 - $144,121
