Duties

This position is a Program Specialist (Contracting Officers Representative - COR) who applies experience and expert knowledge of acquisition policy, guidelines, laws and related policies and procedures to analyze technical training contract vehicles and data to identify risks. Facilitates the development of requirements and assists Contracting Officers in developing and administering contracts. Monitors the performance of the contract, ensuring that the contractor complies with all of the requirements of the statement of work, specifications, or performance work statement.

Provides leadership for highly complex and challenging activities under the minimal direction of the manager or more experienced professional. Utilizes extensive experience in managing high-value, complex contracts to effectively participate in the planning and source selection phases of the procurement process, as directed by the Contracting Officer. Assists the Contract Officer in developing pre-award, post- award and provides technical information for contract close-out activities and artifacts in coordination with the assigned budget and financial analyst. This work directly impacts the safety of air traffic operations and the safety of the National Airspace System (NAS).

Analyzes contract data in order to identify risks and develops risk mitigation strategies, and resolves contractual issues. Monitors contract administration process by identifying and resolving challenging problems and issues encountered by less experienced professionals to ensure that Acquisition Management System (AMS) policies, processes, and procedures are followed. Leads large acquisition projects by utilizing project management skills, communicating and managing the expectations of stakeholders and customers, coordinating with the budget and financial analyst(s), and by providing guidance to team members. Acquires and allocates resources to accomplish activities within established schedules and budgetary requirements. Provides guidance to ensure AMS policies and procedures are followed. Provides expert guidance and instruction both internally and externally to address diverse, complex issues which often cross multiple projects, programs and/or functional areas.

Leads acquisition activities during the pre-award phase, to include the development and presentation of the appropriate acquisition package documents to the Contracting Officer and coordination with stakeholders. Identifies required actionable items, monitors the acquisition timeline, and manages expectations of the sponsoring organization.

Analyzes contract activity which may result in the need for contract modifications to requirements and contract funding and ceiling, by the Contract Officer. Reviews and makes recommendations on contractor proposed resumes for: exercising new option periods, completing contractor evaluations, and reviewing invoices for accuracy and contract compliance.

Conducts research and studies related to customer requirements. Develops all necessary acquisition package artifacts to include statements of work (SOW)//Performance Work Statements (PWS), independent government cost estimates (IGCEs), and appropriate justification memos, etc. Provides guidance to less experienced team members in any of these responsibilities. In coordination with the Contracting Officer and customers, prepares and presents documents for the pre-award reviews to the Acquisition Strategy Review Board ASRB, Support Contract Review Board (SCRB), Chief Financial Officer, and Chief Information Officer, etc. and understands the AMS acquisition process based on the type and size of the proposed acquisition.

Often represents the major subdivision and LOB/SO as a principal point of contact to provide advice and guidance on the applications of policies and procedures. Formulates and recommends to senior management positions on major projects/ policies/issues.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE IS DEFINED AS:

--Experience leading acquisition projects to develop and present acquisition package documents.

--Experience identifying actionable items, monitoring the acquisition timeline, and managing expectations of the sponsoring organization.
