Job Description:
Basic Functions:

  • Coordinate Companys overall Safety and Hazardous Waste Management Plan to comply with Quality Assurance, Safety and Training Manuals, contractual requirements and all existing Federal, State and Base laws and regulations. Develops programs to comply with above requirements in the absence of the pre-existing program.

  • Must have a thorough working knowledge of all items under duties and responsibilities. Working knowledge of OSHA, EPA and contractual requirements.

  • Must be customer oriented.

Essential Duties:

Safety:

  • Develops and monitors programs to comply with Federal, State and military requirements. Act as liaison with representatives of Base Safety, Fire Department, OSHA, and other Government organizations.

  • Monitor safety trends to recognize problem or hazard areas,and recommend corrective action to management.

  • Formulate recommendations and justifications to management to validate the need for additional/replacement/different tools, equipment, supplies, facility modifications, procedures and training requirements to ensure a quality product and a safe work environment.

  • Conduct site surveys and daily facility inspections to ensure facility and procedural compliance with applicable regulations.

  • Develop and maintain all required records applicable to safety and hazardous waste programs.

  • Conduct safety training.

  • Conduct training on the use and car of personal protective equipment. Ensures adequate quantities of equipment are available.

  • Conduct investigation of all accidents and recommended corrective actions.

  • Determine medical surveillance requirements for workers exposed to specific hazards in accordance with OSHA and G/Company requirements. Track physical and hearing evaluations.

  • Act as Company representative to Customer Safety Meetings.

  • Organize and chair local Company Safety Committee.

  • Determine necessary First Aid Supplies, order, control and dispense supplies.

  • Assists in preparation of CDRLs.

  • Performs other related duties.

  • Deals with the customer in courteous, professional and effective manner.

  • Assists in the development of policy and procedures to establish safe work practices and conditions consistent with existing Federal, state and local standards and regulations.

  • Assists in new hire indoctrination and training.

  • Assists in the development, monitoring and presentation of safety, health and environmental promotional programs for supervisors and employees.

  • Monitors and ensures, through line supervisors, that HAZMAT rules are being enforced.

  • Assists in ensuring proper and thorough HAZMAT record keeping is maintained in accordance with established Environmental Protection Agency, State and Base Standards.

  • Coordinates with the Benefits Supervisor, Human Resources Department, in monitoring health matters of maintenance/support personnel.

  • Assists in the development of safety and environmental proposals as a response to Government and commercial customer solicitation requirements.

  • Performs necessary functions to assist position of assigned Company Environmental Manager.

  • Maintain cleanliness of the work center and around your assigned work area.

  • Responsible for adhering to all applicable Foreign Object Damage (FOD) prevention rules and regulations including participation in FOD walk down when directed.

  • Responsible for adhering to the Company Tool Control Program.

  • Performs job related special assignments as required.

Job Requirements:
Qualifications:

The Environmental:

  • Safety/Environmental, Health Coordinator shall have a minimum of six (6) years practical experience within the last ten (10) years in the administration, or operation of a safety, hazardous materials/waste program. The six (6) years experience shall include receiving, storage, distribution and handling, and disposal of all types of material that may be utilized at the Contractor's job site. The Safety/Environmental/Health Coordinator shall have at least one (1) year experience in planning, organizing, directing, operating, and evaluating a HAZMAT program for an entire command; and shall be knowledgeable of and have experience with applicable federal, DoD, state, and local regulations pertaining to the protection of the environment. The Safety/Environmental/Health Coordinator shall be able to lift light to moderate loads while bending or standing. Experience writing with clarity and technical accuracy is required.
  • The Safety/Environmental/Health Coordinator shall be required to have the following:
    • Hazardous Material Training:
      • Facility Management – 40 hours, available (by fee) from the Navy or a commercial provider
      • HAZWOPER – 40 hours initial (8 hours annual re-cert)
      • DOT Hazardous Waste Material Transportation Training – 40 hours initial, 8 hours every 2nd year, IAW 49 CFR
      • Environmental Ethics – 1 hour (required of all employees)
  • Interface with Base Public Works engineers and Government Contract Monitoring Team to resolve problems with waste management procedures.
  • Maintain working knowledge of complex and technical regulations, including Customer's Hazardous Waste Management Plan, OSHA, Hazardous Material Transportation Act, Resource Conservation and Recovery Act and other applicable base, state and federal regulations.
  • Designated as On-Site Accumulation Point Coordinator, with specific responsibilities for the:
    1. Provision, access and maintenance of waste storage and chemical storage areas.
    2. Routine inspection of all waste storage areas to ensure compliance with storage requirements.
    3. Preparation and submission of disposal turn-in documents.
    4. Ensure proper marking, labeling and sealing of chemical waste containers.
    5. Determining the type and quantities of safety and emergency equipment required. Submitting purchase order requests to obtain equipment.
    6. Preparation and management of a spill contingency plan, including the control of waste in emergency situations, i.e., fire, hurricane, etc.
    7. Establish and maintain all required records including a Chemical Waste Log, Inspection Reports, Training Records, Chemical inventories and Material Safety Data Sheets.
  • Accompany Government personnel (base officials, EPA Inspectors, etc.) when at contractor facilities.
  • Monitor workers assigned to assist in waste preparation and disposal.
  • Conduct training of personnel involved in waste disposal and handling.
  • Coordinate designated inspection program including issuing and tracking of inspection stamps.
  • Performs other related duties.
  • Deals with the customer in courteous, professional and effective manner.
  • Complies with all established general and industrial safety rules and regulations as applicable to the contract, facility and job assignment.
  • Assists as directed to ensure safety, security and preservation of Government/Company owned equipment.
  • Maintains cleanliness of work center.
  • Complies with Foreign Object Damage (FOD), Hazardous Waste, and Tool Control Programs.Formal training in environmental management sufficient to adequately advise in-house and outside customers on environmental mattes of concern.
  • Must possess analytical abilities sufficient to comply with written/oral instructions and regulations.
  • Interpersonal skills necessary to deal courteously and effectively with State Environmental Consultant, Federal EPA Compliance Officers, customers and company officials.
  • The ability to communicate, coordinate and cooperate with all personnel to attain company objectives.
  • Must be able to obtain a passport, visa and Department of Defense Secret Clearance to support contract and geographical requirements.
Safety

  • The Safety/Environmental/Health Coordinator shall have a minimum of six years practical experience within the last 10 years in the management, administration or operation of a safety and occupational healthy program or specialty, or experience in administrative work concerned with safety and occupational health activities, including the development, implementation, and evaluation of related program functions.
  • The Safety/Environmental/Health Coordinator must have the following training:

      • Line Supervisor's Training – 2 days
      • Train-the-Trainer – 2 ½ days

  • The Safety/Occupational Health Coordinator shall possess knowledge of the principles, standards, and techniques of safety and occupational health management. The Safety/Occupational Health Coordinator shall have experience in planning, organizing, directing, operating, and evaluating a safety and occupational health program for an entire command; and shall have a comprehensive knowledge of safety as it relates to high performance aircraft maintenance.
Physical Demands and Environmental Conditions:

  • This classification activity is usually accomplished in a office environment and as such requires the scope of physical movements and postures normally associated with office activities. May be required to lift objects whose weight normally will not exceed 50 pounds. Special vision abilities required to perform this job are close vision, color vision, peripheral vision, depth perception and the ability to adjust and focus.
