Job Description:

Serves as an Airport Compliance Specialist in the Office of Airports, Airport Compliance and Management Analysis Division (ACO-100) providing technical guidance on interpreting, recommending, and developing policies and assisting in resolving matters that involve the Federal obligations of airport sponsors.

Duties

Performs multiple, varying, and complex assignments under the limited direction of a manager, project/program manager, team leader, or more experienced technical specialist. May act as a contributing specialist on large work activities or as a team leader for single or small work activities.

Applies experience and advanced technical knowledge of Federal law and FAA policy to investigate and adjudicate formal complaints and FAA-initiated investigations under Title 14 Code of Federal Regulations (CFR), Part 16, Rules of Practice for Federally Assisted Airport Enforcement Proceedings, and monitors airport sponsor compliance with various Federal laws, Federal Aviation Administration (FAA) regulations, and airport sponsor land and grant obligations.

Provides technical advice, guidance, and assistance to the airports division employees, government agencies, airport consultants, aviation industry representatives, airport sponsors, and the public on Federal regulations, FAA policy and organizational goals related to the FAA Airport Compliance Program.

Applies a thorough knowledge of Federal law and FAA policy to specific airport circumstances and conducts a thorough analysis of issues to determine if an airport sponsors actions are consistent with its Federal obligations. Develops and provides policy guidance, procedures, and requirements for U.S. airports to comply with airport sponsor grant assurances. Coordinates agency efforts to resolve issues resulting from FAAs land use compliance inspections.

Conducts thorough investigations; drafts clear and focused administrative decisions within strict deadlines; and provides corresponding findings and conclusions to support Part 16 Director’s Determinations and Final Agency Decisions.

Reviews aeronautical and non-aeronautical leases to ensure the provisions are consistent with FAA policies and airport sponsor grant assurances. Reviews and analyzes requests for land-use changes/releases, airport closures, airport sponsor transfers, and replacement airports. Conducts various types of analyses to identify the feasibility of airport sponsor projects involving the use of federally obligated land.

Defines, plans, and organizes assigned resources to accomplish organizational objectives. Allocates resources to accomplish small work activities within established schedules.

Contacts are internal and external to the organization. May act as a key technical point of contact for assigned activities. Contributes to the preparation of management/technical reports or contractual documents, and may communicate the overall results of a project or work activity to FAA management, the aviation and aerospace industries, and other external parties.

Established policies/procedures provide guidance for most assignments, but allow considerable discretion to select the most appropriate approach or to recommend new approaches.

Provides guidance to lower-level technical staff on how to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Identifies and informs management of problems that require their attention.

Work is reviewed periodically, typically at major milestones and at completion, for technical compliance and alignment with the requirements of the project or other work activity.

Work activities typically support and may be vital to the success of projects or activities of one or more organizational units, subdivisions, and LOB/SOs. In some areas, the work may affect the safety and security of customers.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H, FG/GS-12 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE IS DEFINED AS:

Experience applying knowledge of policies, principles, rules and/or regulations pertaining to various aspects of airport operations (e.g., airport planning, airport management, airport compliance, or business law) sufficient to provide advice and guidance to officials at all levels of the organization.

AND;

Experience conducting investigations and developing reports sufficient to substantiate findings.
