Job Description:

Serves as an Airport Compliance Specialist in the Office of Airports, Airport Compliance and Management Analysis Division (ACO-100) providing technical support on interpreting, recommending, and developing policies and assisting in resolving matters that involve the Federal obligations of airport sponsors.

Duties

Performs a mixture of routine and multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced technical specialist. Acts as an individual contributor and/or member of a team. May perform some leadership functions for small projects/programs/teams.

Applies experience and detailed technical knowledge of Federal law and FAA policy to provide support and assistance with investigating formal complaints and/or FAA-initiated investigations under Title 14 Code of Federal Regulations (CFR), Part 16, Rules of Practice for Federally Assisted Airport Enforcement Proceedings; and assists with monitoring and enforcing airport sponsor compliance with various Federal laws, Federal Aviation Administration (FAA) regulations, and airport sponsor land and grant obligations.

Assists senior compliance specialists with researching airport compliance policy/precedent, drafting administrative decision documents, and providing corresponding findings and conclusions for review to support Part 16 Director’s Determinations and Final Agency Decisions.

Applies Federal law and FAA policy to specific airport circumstances. As a team member, assists in conducting analysis of issues for review by Management or senior compliance specialists to determine if an airport sponsor’s actions are consistent with its Federal obligations.

Conduct research and assists in drafting airport compliance policy, guidance, procedures, and requirements for federally obligated U.S. airports to comply with airport sponsor grant assurances.

Assists in coordinating agency efforts to resolve issues resulting from FAAs land use compliance inspections. Assists with reviews of aeronautical and non-aeronautical leases to ensure the provisions are consistent with FAA policies and airport sponsor grant assurances. Demonstrates some independence in planning time and using assigned resources to accomplish assignments and small projects.

Contacts are primarily internal to the organizational unit, major subdivision, and LOB/SO, with some contact with customers and external organizations and are typically intended to share information, provide data and/or written analyses, and discuss the statuses of assignments.

Established policies/procedures provide guidance for most assignments, but allow some discretion to select the most appropriate approach. Frequently refers difficult problems and work issues to a manager, program/project manager, team leader, or more experienced technical specialist when guidelines are not available or applicable.

Work is reviewed periodically during assignments and at completion to ensure timeliness and technical compliance with the requirements of the project or other work activity. Work activities typically support the activities of the organizational unit and may affect project/program objectives for the major subdivision and the LOB/SO.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-G, FG/GS-10/11 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE IS DEFINED AS:

Experience applying knowledge of policies, procedures, rules and/or regulations pertaining to various aspects of airport operations(e.g., airport planning, airport management, airport compliance) sufficient to prepare or provide support in the preparation of required documentation for Federal Aviation regulatory programs or related fields.

AND;

Experience participating on work groups or teams performing investigations and developing reports sufficient to allow substantiation of findings.
